I think that are mealybugs. Best stuff against that are systemic insecticides.

Thanks for your diagnosis. I agree with you after further looking into it. I also learned you can use 70% ethanol to kill them, tried it and it worked. Just put some on a cotton swab and dabbed in on the critters.
