Larvae on JBP candles

Can anyone help me identify this larva and how best to eradicate it? This is for a Japanese black pine. I decandled it in June and a second flush came with hundreds of new buds.

There was saw dust accumulating around several browning candles. When I inspected closer I saw several larvae burrowed into the candles. See photos. I think I removed them all by removing the effected candles and killing the larva. How do I prevent this in the future?

What you have there is the larvae of the European Pine Shoot Moth.
