From what I read dormant oils and insecticidal soaps are recommended.

I agree, looks like scale to me also. Dormant oil will probably take care of them. If they return during the growing season a systemic insecticide would take them out.
agree. they look like scale to me also. maybe get some of that chemical that Ryan recommended for scale?
