Had a couple on a red alder and found another one on a Norway maple. Checked the entire garden and only found three and just scraped them off, but haven’t seen them before.
Look a bit like scale to me. Were they well adhered to the branch?
Ladybug? They also go through a stage of shedding
To me it seems scale. The best option if there are not too many is to remove them physically.

Definitely scale bugs. You can tell by the powdery white on the edges. They should wipe off easily. You can wipe them with mentholated spirits to get rid of them. But the do wipe off easily.
