Can anyone help identifying these, I also se very small clusters of red and black eggs . What is best treatment these are found on deshojo maple .

Looks like aphids. There are many ways to control these pests, I suggest doing a little research to find out what works best for you.

They do appear to be aphids.
I have been told that aphids are ‘farmed’ by ants and rely on the ants to move them around as they cannot actually climb themselves.
A good spray of water to knock them off may deal with the problem.
This is true, ants do farm the aphids.
the ants will help them partially to get around, but in principle the aphids can do that pretty well on their own (in some stages they even develop wings for that). Issue is also, that they transport plant virus around pretty well …
