This black material appeared suddenly all over the tree overnight. What is it and how do I treat ? Underside of the leaves are ok.

I think it may be the overspray from the pressure washer of my house. I believe he may have used chlorine or bleach in the sprayer.

The only thing I could think of was ‘sooty mold’ that can develop when you have scale infestation. It (a fungus) sticks to the sap that they excrete. But if you don’t have any pests it probably isn’t that.
