Your tree is a blue moss cypress. I’m 99% sure. I’ve had experience with these. Every late winter we had to remove all the interior growth…sometimes full branches that had died over summer. It’s just the growth habit of the tree. We can discuss further if you see this post…

Yes, agreed. Just watched the forum Q&A and saw that. I have 2 of them and yes…the interior shoots and foliage will die off and rarely do you get new shoots on those older branches. Even when you keep the branches cut back/pinched and keep the trees as open as possible, they still tend to shed that interior stuff.

Grafting has been suggested, I haven’t tried it but hope to next year. I don’t know if there is anything else one can really do.
