Gardenia help mites of some sort

What is this white stuff and how do I get rid of it.

It is white fly, use a systemic instecticide. They are the most prevalent insect that attacks gardenia. Not sure where you are but could use a dormant oil a couple times during the winter then use the systemic in the spring.

They don’t appear to have wings like whitefly. My bet is they are woolly aphids. Best treatment to get through their waxy skin is insecticidal soap or neem oil.

Looks like scale, a insect closely related to aphids and whiteflies so you could get rid of them the same way
