Pruning a leggy juniper

I just got this variegated juniper. It needs a lot of work, but I’d first like to know if I should get rid of all or much of the brown foliage seen in the pics. The problem is that almost all the browned foliage leads up to new growth at the tip. So should I cut back past the brown to the first pair of live branches, or should I cut off the growing tips to try to force the energy back down the branch? Thank you all.
