Here you go. The leaves are tiny. Less than a cm each. New leaves are produced from the tip throughout the summer and the leaves from earlier in the summer brown and die. I think that this is why they form such nice pads in nature, they are always building up, competing with themselves, filling in gaps.
Is it mountain phlox?

I think I made a mistake here. I’m not exactly a taxonomist. It could be in the genera Ericameria. I thought Ericameria sp. meant a specific variety of Ericameria not the entire genera.
Only thing I’m coming up with is Rabbitbrush, but you said white flowers
