Cleaning operation on a weak tree

I have a shimpaku which got replted this year. It is fairly weak after the first growing season

  • doesn’t use that much water
  • No spiky growth yet

but the energy balance is all messed with dense pads, unevenly distributed across the tree.

interiors are yellowing like normal for this time of year No signs of branches dying. There are nice light green tips on stronger branches.

Can I clean it to open up light access and concentrate energy to the strongest branches?

Should I wire it lightly, to improve photosynthetic efficiency?
