Shinpaku Juniper Maintenance

Hi, I’m a bit confused when it comes to Shinpaku needle maintenance. Even after watching the video a few times. So removing the old needles (with white, yellow or brown tips and weak shoots etc) should be done in summer to September or any time of the year regularly? Is it better to cut the elongating tips from summer to fall every year? how long and when to cut? is it better to wait for back-budding (after removing the old growth) before cutting the elongating tip or cut first in order to promote back-budding? I have seen other professionals recommending to leave the elongating tips to grow far longer to promote back-budding than what I thought or seen Ryan on the video.
