Larch branching

I recently acquired this American larch. In the photo you can the lower branch is thinner the top two higher up on the tree by what I think is a significant amount. How can I speed up the thickening of the lower branch (let it grow and grow) while pruning back the top two?

You have the idea. Keep the upper ones pruned back hard, perhaps even to the first branch or two that is also kept pruned back while allowing the lower one to run. The key is to preserve some inner branches on the lower one that you can prune back to once you cut off the sacrifice portion.
