I would probably fertilize well and airlayer about halfway up in about another month once it starts to show strong growth to get a second tree. it is really too tall right now to create a bonsai (and I like tall elegant bonsai). In addition, it has probably started to grow in your zone so it is too late to do any bending or major work since juniper cambium is prone to slipage during growth.

Agree with @MartyWeiser . Then apply wire on both, give them some movement and you can create nice double trunk bonsai
