Hinoki Cypress Foliage Discoloration

The foliage on this Hinoki is turing a very light color and is white in some areas. I am not sure if this is new growth. It is hard to tell. Is this normal?

Maybe sunburn.
They can drop an alarming amount of old foliage in the fall.

I think most likely it is a variety called Nana Lutea or Nana Aurea. Looking at your picture I would say it is Aurea. I have some in my collection, the new tips are golden yellow but yet the mature foliage is a dark green. I will post some pictures later when i get home. Do a quick search online, the colour is key characteristic of the variety.
