Multi flush pine shoots sélection question

Hi everybody

I just have a question about when to make shoots sélection and needle pluck on Japanese black pine.

I know that the most we take off ( needles, shoots etc ) in fall, the less the tree is winter Hardy.
I m in the northern hemisphere of Europe and I don’t have a greenhouse.

When is the best time to shoot select and needle pick instead of fall ? At the end of winter ? Just before buds start to swell ?
