Acquired this CE, it’s looks healthy. However, it’s not in bonsai soil and the root ball is somewhat loose in the container. I’m in zone 9, can I repot with bonsai soil now as long as I don’t mess with the roots much ?

I wouldn’t. I suggest stabilizing it as best you can, watching your watering closely this year and then doing the repot and soil change next spring at the appropriate time.
