I have a seedling cork oak that’s still flexible it about two years old I don’t want to miss the right time and age to set my structure and I was curious about time of year and appropriate age to set with wire

I like to add some shape to seedlings at about this point. You will need to watch for wire bite. If you want real taper you will be shaping the lower trunk, letting the leader grow wild, and cutting back - perhaps a couple of times.
