I have trunk chopped oaks in February before pushing growth on a cork oak. All I left was about a 2ft stick from a 8’ tree which Left no foliage on it. Flushed out completely by March into a bushy mass with buds popping from everywhere. I have also chopped an oak once the first flush hardened off. The former produces better results, but both are possible
If it doesn’t push after a post hardening chop, give it until next spring before calling it quits. I would be shocked if it didn’t push after a late winter chop.
