In the spring as the buds on the tree start to swell, the timing will vary depending on the environment/weather. This signals that the tree has begun to move resources to begin growing for the season and those resources will be available to help the tree recover from collection. When the leaves/needles start to grow, after bud swelling, then the tree has spent those resources and will have less strength to recover.
