I have a JWP which is supposed to be a single Flush Pine. I noticed today that what appear to be new buds are beginning to push at the points where I pinched back candles earlier this spring.

Am I mis-interpreting what I am seeing?

Depending on conditions, some single flush species will push another round of growth in spots every so often.

But, that does not mean they can be handled by as a multi-flush species consistently year after year.

the second flush would also need to fully develop, harden etc. to make any multiple flush handling possible, not only bud development.
