Phytophthera on Japanese White Pine

My JWP showed clear signs of Phytophthera last fall (all old needles including 2nd year fell off). I treated with a drench of Confine Extra, was careful with watering all year and gave further drench treatments of Actinovate during this year. I had normal new growth this year and so was very surprised to see similar 2nd year needle drop this year together with some smaller branch dieback. I have pulled the tree into the greenhouse and plan to treat with fungicide again but need help on what to do please? I pulled the top layer of soil back and it is quite broken down. the tree was repotted in 2019. Should I repot in the Spring? More actinovate? I really can’t lose this tree; it’s pretty special.
