While I love the slanting form on this tree, the nebari leaves something to be desired. How difficult would it be to improve the sideways growing roots? Would a root reduction be needed? Would the roots fuse together over time, improving the appearance?

The roots will fuse and improve over time. However, I would remove the high looping root since it will take decades for it to fuse with the others. I would cut off about one half of the outside bend of the root now and do the rest next spring. You should remove as much of the root when you next repot and sort out some of the others to get a better structure.
